MISAWA AIR BASE, Japan -- Gen. Paul V. Hester is scheduled to retire at 2:45 p.m. and relinquish command of PACAF to Lt. Gen. Carrol H. "Howie" Chandler at 4 p.m. in a ceremony today at Hickam Air Force Base, Hawaii.
