Misawa Air Base Leaders Sign International Memorandum of Understanding

U.S. Air Force Col. Jesse J. Friedel, 35th Fighter Wing commander, and Japan Air Self-Defense Force Maj. Gen. Takahiro Kubota, 3rd Air Wing commander, signed Memorandum of Understanding International (MOUI) 3010 at Misawa Air Base, Japan, Feb. 12, 2021.

The MOUI outlines the responsibilities associated with the joint or sole use, maintenance, repair, and construction of U.S. and Japanese owned facilities and areas on Misawa Air Base.

“This MOUI is a tangible symbol of Team Misawa’s commitment to the defense of Japan,” said Friedel. “It allows us to work together to keep Misawa AB in the best condition possible to advance joint and Japanese defense operations and capabilities. We are stronger together; and we will continue working together through this MOUI to ensure our forces remain ready, agile, and lethal for years to come.”

The MOUI covers a variety of areas, including the use and maintenance of roadways and airfield pavements, and the possible installation of buildings, structures, utility systems or other real property built separately or apart from existing structures.

JASDF Lt. Col. Keiichi Shigeta, 3rd AW Logistics Division director, Capt. Masashi Nakamura, 3rd AW Logistics Division, Facilities Section chief, U.S. Air Force Chief Master Sgt. Joey R. Meininger, 35th FW command chief, Maj. John Diaz, 35th Logistics Readiness Squadron acting commander, and Airman 1st Class Hunter Wells, 35th LRS Installation Deployment Readiness Center logistics planner, were also in attendance at the signing.

Wells represented not only the IDRC but all agencies who had a part in the coordination of the agreement and signing of MOUI 3010, which is the first one of its kind to be signed in more than 20 years at Misawa.
