MISAWA AIR BASE, Japan -- Col. David Stilwell, 35th Fighter Wing commander, along with Tadashi Takeya, Nishimatsu Construction Corp. executive vice president, and other distinguished guests, takes part in a tree-planting ceremony to kick off the second and third phases of the Post Acquisition Improvement Program July 17 at a North Area playground. More than 500 on-base housing units will see renovations under phases two and three of the program.
