MISAWA CITY, Japan -- A sign reminds motorists to slow down and use caution in the narrow back alleys of Misawa City. Driving at unsafe speeds is the most common error in fatal teenage accidents, according to the Jefferson County, Colo., Sheriff's Office Web site.
