MISAWA AIR BASE, Japan -- 1st Lieutenant Reid Touchberry, 35 Civil Engineer Squadron, explains how Misawa Air Base is nearing the maximum allotted energy amount for the base on March 19 and he explains that if the base goes over the cap,hundreds or thousands of local community residents will lose power because we took it from them. Lt. Touchberry stresses the importance of conserving as much power as we can, to help with the conservation efforts he has established the Rolling Blackout Augmentee Team.
