NAVAL AIR FACILITY MISAWA, Japan -- Navy Cmdr. Dave Cotts, Naval Air Facility Misawa Executive Officer, presents Air Force Capt. Reid Touchberry, 35th Civil Engineering Squadron Programming Element Chief, with the Navy and Marine Corps Achievement Medal July 6. Captain Touchberry was awarded the medal for his leadership in restoring electricity to the base following the March 11 earthquake and tsunami.
