Air Force Personnel Center improves four Airman assignment programs

The Air Force Personnel Center recently improved four Airman assignment programs to further streamline Web-based personnel processes in support of Personnel Services Delivery and personnel transformation initiatives.

The four programs include the Career Airman Base of Preference Program, the Enlisted Quarterly Assignment Listing-Plus selection criteria, Volunteer Status Change after PCS Selection and the Report-no-later-than-date changes after Assignment Selection Program.

"These changes are part of AFPC's efforts to provide the best personnel services for all Airmen - and there's more to come," said Maj. Gen. Tony Przybyslawski, commander of the Air Force Personnel Center here.

Career Airman Base of Preference Program
AFPC will now consider career Airmen BOP applications on a quarterly rather than monthly basis, to coincide with overseas returnee and continental United States mandatory move cycles. The change does not affect first-term applicants who will still be processed on a monthly basis.

Airmen need to be aware their application for a BOP makes them ineligible to apply for other assignment programs.

"This change will help AFPC work smarter in its efforts to satisfy mission requirements," said Senior Master Sgt. Tammy Brangard-Hern, Superintendent of Assignment Programs and Procedures. "At the same time, Airmen need to forecast their career and personal development needs and apply for assignments they believe have the best opportunity to meet those objectives."

EQUAL Plus Assignment Selection Criteria
Following the Air Force chief of staff's PCS budget initiatives, commanders must look for local force development opportunities to assist with PCS reductions. AFPC will give priority consideration to local resources when filling EQUAL-Plus jobs. Specific rules of engagement will apply for overseas and CONUS locations. Airmen should consult with their MPF personnel for further guidance.

Volunteer Status Change after Assignment Selection
AFPC will require commander endorsement to accompany a request to change assignment volunteer status and specific justification based on either a hardship condition or best interest of the Air Force.

"This change falls in line with Personnel Services Delivery applications and places the responsibility on each Airman to ensure his or her records, to include assignment preferences, are up to date and accurate," said Sergeant Brangard-Hern.

Report Not Later Than Date change
AFPC's improvement requires Airmen to provide specific justification with their commander's endorsement to change a RNLTD.

This justification must fall within the following categories:
* Operational - such as upcoming inspections, coverage for one-deep position/shallow manned unit and deployments

* Medical - such as completing rehabilitations for recent surgery or awaiting results of medical tests

* PCS eligibility requirement conditions - such as awaiting awaiting security clearance or completing training requirements

* Hardship - conditions significantly greater than other members encounter in similar circumstances

The change will ensure manning levels are adequate to accomplish the mission and decrease impact on losing and gaining units.
